Only involuntary annexation is banned in North Carolina, not voluntary annexation.

I think that list uses Urbanized Area (UA)? Urbanized Area is often thought of as the most accurate measurement of a city's size. Other measures of city size can take-in parts of other places, can include independent places, or include rural areas that distort the numbers. Urbanized Area is just the developed area and is measured the same for all cities, with fewer distortions. Of course people often complain about all measures of city size, but this is usually accepted as the better measurement of those available to us.
